- ➥भारतीय संविधान में नियंत्रक एवं महालेखा परीक्षक का पद , भारत शासन अधिनियम 1935 के अधीन महालेखा परीक्षक के आधार पर बनाया था।
- ➥भारत के प्रथम नियंत्रक एवं महालेखा परीक्षक श्री नरहरि राव थे।
➤नियंत्रक एवं महालेखा परीक्षक की स्वतंत्रता एवं स्वायत्तता के मुख्य प्रावधान -निम्नलिखित है---
- CAG को भारत का राष्ट्रपति नियुक्त करता है,
- सीएजी को पद ग्रहण करने से 6 वर्ष की अवधि या 65 वर्ष की आयु पूर्ण करने जो भी पहले हो तक पद पर रहने का अधिकार है
- सीएजी को राष्ट्रपति के आदेश से उसी रीति से हटाया जा सकता है जिस रीति से सर्वोच्च न्यायालय के न्यायाधीश को हटाया जाता है
- सीएजी को पद से हटाने का आधार सिद्ध कदाचार या असमर्थता होती है
- पद ग्रहण करने के पश्चात सीएजी के वेतन तथा सेवा शर्तों में अलाभकारी परिवर्तन नहीं किया जा सकता है।

- ➥संविधान के अनुच्छेद 149 में सीएजी के कार्यों तथा शक्तियों का वर्णन किया गया है।
- ➥सीएजी का मुख्य कार्य अंकेक्षण अथवा लेखा परीक्षण है, वह लेखा परीक्षण से संबंधित अनेक कार्य करता है जैसे -संसद द्वारा प्रदत्त शक्तियों के अंतर्गत संघ, राज्यों के लेखो का परीक्षण अर्थात अंकेक्षण करता है
- ➥राष्ट्रपति की सहमति से यह निर्धारित करता है कि संघ तथा राज्यों में लेखा करने की विधि की प्रक्रिया क्या हो,
- ➥राजकीय संगठनों में भंडार तथा सामग्री के लेके को नियंत्रित करता है ।
- ➥राष्ट्रपति और राज्यपाल सीएजी की रिपोर्ट को क्रमशः संसद एवं विधान मंडल के समक्ष रखवाते हैं।
- ➥सीएजी को राष्ट्रीय वित्त का संरक्षक भी कहा जाता है

- According to the provisions of Article 148, an independent Comptroller and Auditor General is appointed by the President.
Key Facts ---
- The post of Comptroller and Auditor General in the Indian Constitution was created under the Government of India Act 1935 on the basis of the Auditor General.
- The first Comptroller and Auditor General of India was Shri Narhari Rao.
The main provisions of freedom and autonomy of the Comptroller and Auditor General are as follows -
- Appoints CAG as the President of India,
- The CAG has the right to hold the post for 6 years or 65 years, whichever is earlier, after assuming office.
- The CAG can be removed by order of the President in the same manner as the Supreme Court Judge is removed.
- Proven malpractice or inability is the basis for the removal of the CAG
- Non-profitable change in the salary and service conditions of the CAG cannot be done after taking office.
Comptroller and Auditor General (CAG): Powers, and Functions
Article 149 of the constitution describes the functions and powers of the CAG.
- The main function of the CAG is audit or audit, it has many workers related to audit such as - The Union, under the powers conferred by the Parliament, conducts the audit of the accounts of the states.
- With the consent of the President, it determines what is the procedure for accounting in the Union and the States.
- Regulates the stockpiling of stores and materials in state organizations.
- The President and the Governor keep the CAG report before the Parliament and the Legislature respectively.
- CAG is also called the guardian of national finance
The CAG has no control over the issue from the Annotated Consolidated Fund
